President and Chief Executive Officer

Michael B. Osadchey, President and C.E.O. of Lasting Legacy, has devoted more than twenty years advising older Americans in preserving their wealth through proper financial planning. As a Master Estate Counselor he has spent over a decade as an advocate of "aging in place" with dignity.

Mr. Osadchey is very active on medical advisory boards across the State of Florida. His effective community fundraising campaigns include maintaining healthy independent living for the elderly, and assistance for victims of Alzheimer’s and other debilitating diseases.

In addition to his work with many local organizations he is an approved Financial Advisor, a member of the National Association of Geriatric Care Managers, the National Committee on Planned Giving (NCPG), and the National Ethics Bureau (www.ethicscheck.com).

He received the 2004 Good Samaritan Award from the Florida Association of Pastoral Counselors at their annual convention in Clearwater, Florida. In 2005, Mr. Osadchey was invited to join the Premier Association of Financial Professionals' Prestigious Million-Dollar Round Table. He also co-chaired the Retirement Roast/Toast for Congressman Michael Bilirakis, an event that benefited CARES Senior Enrichment Center while honoring the Congressman’s three decades of public service.

Mr. Osadchey was sponsored by the Lilly Endowment to attend the Faith as a Way of Life, Pastoral Leadership Conference at Yale Divinity School in May 2007.

His extensive experience as a public speaker for large groups includes the State of North Carolina and AT&T’s “Prepare Workshops,” counseling individuals in pre-retirement mode. He has trained financial staff for some of the top insurance companies in the world, utilizing the "Success Through Ethical Selling" curriculum he developed and authored in 1994.

Senior Eligibility Specialist

Rebecca Thurlow attended Framington State College in Massachusetts and Lyndon State College in Vermont before moving to Florida to complete her Bachelor of Science degree at the University of Florida. Rebecca worked with H & R Block and Coldwell Banker Real Estate before entering the field of health care as a hospital recruiter and benefits assistant. She then came to Florida’s Department of Children and Families, interviewing and assisting families with benefits and programs available through the state including Nursing Home ICP, Nursing Home Diversion, ALF and Medicaid Waivers, Hospice HCBS, OSS, and Community Medicaid.

As Human Services Program Specialist for the Agency for Health Care Administration, Rebecca provided consultation and advice to management or other groups on technical, systems-related, or process-related issues. It was also her role to combine and evaluate data to making decisions and solve problems regarding recipients, providers, outside vendors, and other agencies in reference to Medicaid programs and issues. She supervised office personnel at Mederi Home Health Care including payroll, benefits, and billing out-of-network providers and Medicare for home health services.

Rebecca has employed her talents and experience as an Eligibility Specialist for Lasting Legacy since 2006, assisting individuals with Long-Term Care Diversion, ICP, Medicaid Waivers, and ALF programs. She also works with Elder Affairs departments, long-term care HMOs, nursing homes, and the Department of Children and Families.


Chel Cinnamon, Senior Medicaid LiaisonChel Cinnamon
Senior Medicaid Liaison

  Chel Cinnamon, Senior Medicaid Liaison of Lasting Legacy, has dedicated more than twenty years of her professional career as a public servant. She grew up in Vail, Colorado, where she was first employed with the State of Colorado as a Therapy Technician serving adults diagnosed with severe developmental disabilities. She moved to Mountain Home, Idaho in 1989, where she continued her career n therapy helping persons with disabilities.

Ms. Cinnamon moved to Clearwater, Florida in 1994. She persevered her career in public service as an employee with the Dept. of Children & Families, then known as Dept. of Health and Rehabilitation (HRS), as a Public Assistance Specialist. She was promoted to a position of dual responsibility which included the charge and authority of Senior Case Manager and Fraud Investigator. Within six months she was promoted to the position of Fraud Investigator for Pasco County on a fulltime basis. She excelled as a fraud investigator for over 10 years. Throughout her career as an investigator, she extended her territory to include Hillsborough County and Pinellas County, respectively. She served as a trainer after her first three years of service as an investigator. Ms. Cinnamon has received many awards in recognition of her exemplary service.

Ms. Cinnamon’s experience in public service and knowledge of the Florida Medicaid programs helped her transition into a position with the Bay Front Medical center as an Outreach Caseworker in 2007.

Ms. Cinnamon has a B.A. in Human Development. She applied and utilizes her experience and familiarity with the Medicaid system and public speaking engagements at Lasting Legacy. Her desire is to serve our distinctive clientele in the most informed and thorough approach as possible.


Linda colemoan, Senior Eligibility SpecialistLinda Coleman
Senior Eligibility Specialist

Linda Coleman, Senior Eligibility Specialist was employed with the State of Florida at the Department of Aging and Adult Services, Agency for Health Care Administration and the Department of Children and Families. Her positions included Case Manager, Supervisor as well as several managerial positions working at headquarters in Tallahassee.

Her responsibilities included Program management of Adult Payments (Medicaid and state programs), training of staff statewide, supervising staff, responsible for the eligibility section of the Medicaid Information System. In addition Linda was interpreting, writing and disseminating rules and regulations relating to Medicaid and other related programs to statewide staff, as well as determining eligibility for aging and adult programs and reviewing case work staff statewide. Linda retired from the State of Florida after 25 years.


Liz Samburg, Marketing DirectorLiz Samburgh
Marketing Director

A native New Yorker, Liz Samburgh established a successful career in retail management before moving to Florida in 1996. Her customer service and organizational skills led to the growing field of physical fitness and health. When a business associate offered Liz an executive position involving insurance carriers, she discovered her aptitude and personal motivation for helping senior citizens.

This energy and dedication ultimately led to Liz’s current position, where she has been an integral factor since 2005. Her responsibilities include processing new clients, maintaining client relations, advertising, and demographic research in her role as Marketing Director for Lasting Legacy.
